Catalyst contractor charged with finding the reason for the smell in the building with a camera states he’s found the issue. It’s a major issue, his words. Seems the tank designed to catch the surface/rain water is full of sewage. This means a team will have to come in to extract the tank contents, the smell should subside after a few days. Meanwhile he is searching for why there is sewage in the tank. It may mean that he has to flush die down some of the toilets in the building. I am sure Catalyst will contact the chosen few.
